The design feature to cafe shutters is that they only shutter the bottom half of a tall window. So if the window was four feet tall, only the bottom two feet would have shutters on them. This is great when the design feature works with the room, providing ample light through the top of the window, whilst ensuring privacy through the bottom part.
There are so many design features, and styles of window shutters available, but many of them make sense. Cafe style shutters are not for everyone, but can be really interesting design features on the right style of window, in a suitably designed interior space.
